Introduce bank accounts and link buckets to them.

  • Account entity: name, user-maintained balance (integer cents, no transaction ledger), belongs to scenario. Migration + API Platform resource.
  • Bucket gains account_id — many buckets → one account.

Design finalized when this milestone starts.
