Plan computation, part 2.

  • From each account's target total vs its reported balance, compute the minimal set of inter-account transfers (net surpluses against deficits — fewest moves).
  • Ratios are only for filling (forward), never attribution.

Exit (v0.5.0): POST a plan → correct fills + transfers, proven by tests.
Algorithm design finalized when this milestone starts.
