When a scenario has no buckets, show a helpful empty state on the main page guiding the user to create their first buckets.

Clear explanation of what buckets are and the types (need, want, overflow)
CTA to create first bucket
Replaces the need for a single-step wizard (deferred to #3 in v0.4.0)
