Per #22: single scenario per account. This is no longer "create a new scenario" — it's the onboarding flow for first-time users.

Scope:

Shown on first login when the default scenario has no user-created buckets
Guide user through creating their initial bucket setup (needs, wants, naming, allocation values)
Streams step deferred until stream model is designed (#10)
No "create another scenario" path — this runs once

Deferred from v0.2.0 — revisit once streams are designed and the wizard has enough substance.
