Allow editing bucket settings directly on the main scenario page without navigating away.

Editable fields:

Current filling (amount currently in the bucket)
Buffer multiplier
Bucket type (need/want/overflow) via select box (drag-n-drop deferred to #11)

Changes should persist immediately (or on blur/confirm) and update the distribution preview if income is entered.
